HSE Manager – Property Maintenance & Installation – Leatherhead – Leading building contractor – London & SE areas £52.5k + Car Allowance + PHI, Life Ins and more

Our client is seeking an HSE Manager to join them and lead the Health, Safety & Environment function within this exciting building maintenance and installation contractor.

In the role, you will lead legal compliance, ensure operational risk reduction and drive a proactive safety culture across the business. Managing both HSE Advisor(s) and a Coordinator, you will offer leadership, coaching and directional support to ensure consistent, high-quality delivery of all HSE and related matters.

Working closely with operational leaders and the Head of QHSE, the HSE Manager will be the day-to-day driver of HSE standards, systems and performance, ensuring that our specialist gas and hot water installation services meet the highest legal and ethical standards.

Key Responsibilities would show:

  • Strategic Leadership: Manage and mentor the HSE Advisor/Coordinator team to ensure consistent, high-quality support across the group.
  • Risk Reduction: Drive a proactive approach to operational risk, identifying hazards before they become incidents.
  • Operational Partnership: Work hand-in-hand with the Head of QHSE and operational leaders to maintain our reputation for reliability and safety.

About this Client: A market-leading property maintenance organisation specialising in commercial and residential gas services. They take pride in supporting major housing associations and local councils, providing essential services where safety is the number one priority.

Role Expectations would show:

  • Line-manage the HSE Advisors and Coordinator, providing regular 1:1s, objective-

setting, development plans and performance reviews.

  • Provide technical guidance and mentoring. Ensure the team give high-quality HSE support.
  • Prioritise team workload, coordinate allocation of site visits, investigations and audits.
  • Champion a positive safety culture, ensure HSE is embedded in day-to-day operations.
  • Influence managers and supervisors to take accountability for safety performance.

Compliance & Legal Governance:

  • Ensure compliance with UK health, safety and environmental legislation (HSWA,

RIDDOR, CDM, PUWER, LOLER, COSHH, EA regulations, etc.).

  • Maintain and update HSE policies, procedures and safe systems of work.
  • Oversee documentation produced by the HSE Advisor and HSE Coordinator.
  • Support the Head of QHSE during any regulatory inspections or enforcement activity.

Incident, Accident & Investigation Management:

  • Lead serious incident investigations and support routine investigations.
  • Ensure accurate and timely reporting of incidents and near misses.
  • Oversee the HSE Coordinator’s management of the incident database and RIDDOR.
  • Track and validate the completion of corrective and preventative actions.

Risk Management & Site Assurance:

  • Oversee and review RAMS, risk assessments, method statements and permits.
  • Conduct high-level site audits, inspections and behavioural safety conversations.
  • Ensure the HSE Advisor carries out planned audits and site visits when required.
  • Maintain and update the HSE risk register.

Training & Competence:

  • Identify training needs across the business and build a structured HSE training plan.
  • Oversee delivery of inductions, toolbox talks and refresher training provided by your team.
  • Ensure all staff, contractors and temporary workers are competent for their roles.

Environmental Management:

  • Monitor and manage environmental compliance across all sites and field teams.
  • Ensure appropriate controls for waste, spills, emissions and resource use.
  • Support sustainability and environmental improvement initiatives.

HSE Management System & Reporting:

  • Ensure the maintenance of ISO 45001, ISO 14001 and ISI 9001 standards.
  • Oversee internal audit schedules and preparation for certification audits.
  • Prepare consolidated HSE reports for the Head of QHSE and Executive Team.
  • Review HSE performance data from your team to identify trends improvements.

Qualifications, Knowledge, Skills and Experience:

NEBOSH General Certificate (minimum) Essential

Lead Auditor (ISO 45001 / ISO 14001 / ISO 9001) Desirable

Membership of IOSH (CMIOSH preferred) Desirable

Health & Safety

Display Screen Training achievement Desirable

Fire Warden training achievement Desirable

First Aid at Work training achievement Desirable

Experience

Strong operational HSE experience within utilities. Construction,
